Qatar has made itself into the diplomatic capital of the world. Dotted across Doha are the many palaces and offices that have hosted, over recent years, negotiations about the many intractable diplomatic issues that have taken place the world over.
The power Qatar has come to wield has taken many observers by surprise. As a traditional Muslim monarchy in the Middle East, Qatar is a new kind of location for the sort of high-stakes geopolitical deal-making transacted until recently in Geneva and Oslo. Yet since October, the nation’s massive investment in becoming the world’s go-between has come into its own. Having long cultivated close relations with both the US and Hamas, Qatar became the locus of ceasefire negotiations in major local conflicts, as well as discussions over aid and evacuating the wounded. Its mediation has grown from a strategy to enhance its own safety into a role that underpins the entire world’s security.

Underpin significa "sustentar por baixo", "servir de base" — ou seja, se algo underpins a segurança mundial, é porque ela depende disso para se manter de pé. A mediação do Catar, portanto, não é um detalhe periférico: é um pilar da segurança global. "Significantly affected" (significativamente afetada) é exatamente o sentido de algo que sustenta a estrutura toda.
- Correta: Certo. Se a mediação catariana underpins (sustenta) a segurança do mundo inteiro, então decisões tomadas ali afetam de modo relevante a segurança de todos — a paráfrase do item é fiel ao texto.
Fica de olho: A banca costuma trocar o verbo para enfraquecer a afirmação — por exemplo, escrever que a mediação do Catar "has little impact on global security" ou "is limited to regional matters". Aí o item viraria Errado, porque o texto diz o oposto: o papel do Catar passou de estratégia de autoproteção para base da segurança mundial. Sempre confira se o item mantém, aumenta ou diminui a força do termo original (underpins = sustenta; não confunda com "participa" ou "influencia levemente").
